Event:   EOC Activation Drill, 04/24/2006

Roles: 

Exercise Leader – Joel Ware

Design Team – Joel Ware, Boone Barker, Mark Sheppard, Hal Mueller, George Boswell, Jim Doub, Matt Thomas, Bill Dockstader, Mike Tyler.

Participants – All interested ACS members

 

Observers – Hal Mueller, Brian Daly

            EOC Operators – Alex Bertea, Matt Thomas, Duane ____ 

Summary Narrative:

 

            The exercise plan was followed (see Ref.1) and on-schedule until 1915.

 

          

            At about 1915, EOC operators discovered they could not communicate on the EOC

 UHF radios.

 

            After quick analysis and reconfig, EOC UHF operations relocated to the SFD #2 rear

 parking lot.

 

           Checkins were completed by field NCS and EOC operators, and exercise completed normally at 2000. 

 

 

What Worked (+) / What Needs Improvement (-):

 

            + good crew of volunteers at EOC and in the field

 

            + good leadership at EOC

 

            + exercise plan and network script

 

            -  some field ops needed ACS UHF frequencies

 

            - radios at EOC misconfigured – wrong frequencies

 

            - EOC work aid missing: frequency list         

 

            - EOC radio pre-check insufficient

 

             - VHF simplex not attempted, due to lack of confidence in coverage

            + VHF backup on 146.82 worked for some people --- coverage still a question

 

            + backup HT radios available at EOC

           

            - HT radios at EOC need instruction cards, charging cradles

 

            + volunteers brought HTs with them to EOC

 

            + field operators set up adhoc NCS, completed checkins

 

            + EOC operators relocated, completed some comms

 

            + EOC radio problem was diagnosed and resolved

            - EOC housekeeping issues – trip hazards 

Followup Action Items:

 

1.      Create and implement uniform channel nomenclature: EOC, radios, Web site, work aids, etc.

 

2.      Ensure that all members have ACS channels programmed and tested

 

3.      Provide working aid for members with list of ACS channels

 

4.      Ensure that all radios are charged, and have working aids attached

 

5.      Backup antennas at EOC available for problem diagnosis and workaround

 

6.      Enhance radio pre-check procedures for EOC

 

7.      Repeat ACS EOC Activation Exercise
